Mandatory Requirement:

·        8 years of experience in

·        HTML5, CSS3, XML, JavaScript, JavaScript Web frameworks

·        WordPress, WordPress Plugins

·        Windows Server platforms Accessibility for Ontarians with Disability Act (AODA)

·        Business planning and websites within the Public Sector

 

 

Description

SCOPE

    Website and webpage development technical skills, including graphics design of web components to transform an online public facing website and internal intranet site.

·   By working with key stakeholders, technical staff and as part of the project team, implement a new user centric WordPress public website to serve the needs of the citizens of Ontario and an internally accessible intranet to meet the needs of judiciary and business users.

  Develops, updates, analyzes, and edits content and functionality for websites; develops content strategies

   Review and ensure websites are standards compliant for the Government of Ontario.

   Document best practices for ongoing maintenance of the Ontario Court of Justice websites

Translates UX/UI designer delivered specifications/ parameters/ wireframes into functional website components.

 

Deliverables

·        Develop website components, and custom web templates per UX/UI design specifications

·        Create website graphics and navigational components

·        Research and integrate web plugins to meet design specifications

·        Implement websites on a WordPress content management system in both production and staging environments

·        Create custom code in PHP, JavaScript, HTML, CSS to meet design requirements

·        Ensure accessibility and usability requirements are met for all web content

·        Create web content that is accessible from multiple device/screen types such as: PC, Macintosh, mobile phones, tablets

·        Migrate existing web content to the newly developed platforms

·        Create custom website maintenance documentation for internal IT teams

·        Create custom web style guides for consistent content update processes

·        Create website maintenance processes documentation

Train IT staff and/or business users as required for ongoing website maintenance tasks

 

 

A note on Assignment Type:

This position is currently listed as "Onsite"; however, the consultant will be remote due to COVID-19 related Work from Home (WFH) direction. Once the I&IT cluster staff are required to return to the office, the resource under this request will be required to work onsite

Experience and Skill Set Requirements

Skills and Experiences:

Experience in analysis, development, design, testing and implementation of websites

Experience in accessibility testing and knowledge of accessibility principles and internationally recognized guidelines (WCAG 2.1 Level AA (or above) standards)

Experience with content creation and driving content strategy

Awareness of emerging trends and directions in web and their application within the Government framework

Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards

 Experience in standard web programming environments such as: HTML5, CSS3, XML, JavaScript, JavaScript Web frameworks (NodeJS, React, Vue, Angular), ASP, .NET, PHP, Ruby, Java.

Experience with Open Source software initiatives such as: Linux, WordPress, WordPress Plugins, Drupal, Lucene-based search engines (Solr, Elasticsearch), Git, Apache

Familiarity with LAMP software stack and common variations

 Experience in migrating sites among various technology platforms

 Experience in Windows Server platforms, Internet Information Services (IIS) and related web hosting software(s), and configurations

Knowledge and use of interactive design principles and using industry tools such as Sketch, InVision, Adobe InDesign, Illustrator, Photoshop, Zeplin and OmniGraffle 

Knowledge of best practices for responsive web design 

·        User Experience Designer Skills

o  Experience in interface design, implementation, and testing

o  Experience designing, creating websites for multiple languages and audiences

o  Proficiency with recognized methodologies for usability testing

o  Ensure all-around consistency (style, fonts, images, and tone)

·        Information Architect Skills

o  Proficiency in constructing/implementing information architecture for sites

·        Experience in developing metadata templates for sites

·        Creating content using a variety of methods including blogs, presentations, animations, web graphics, videos and social media content

·        Inventory of sites and content mapping to new templates

Application Architect Skills

o  Knowledge and experience with current web technologies and open source and cloud architectures, such as open source content management solutions (e.g. WordPress, various Search engines and web development frameworks and APIs), including design criteria, security and recovery procedures, code management and deployment practices, as well as experience in the development/ preparation of technical specifications for installation, testing frameworks, and performance of integrated, multi- service systems.

o  Knowledge of PHP, Java, JavaScript, Angular, Node, MySQL, MongoDB, Drupal, Twig, and Elasticsearch

o  Assess performance and capacity of existing systems and make architectural recommendations for improving performance; and to develop/prepare technical documentation and architectural artefacts.

o  Experience applying industry web and security standards and best practices

·        Desirable Skills:

o  Knowledge of business planning and websites within the OPS

o  Ability to work with multiple stakeholders

o  Knowledge of the Government of Ontario web standards, governance, and legislative framework

o  Experience in converting variable source document formats into accessible content

o  Experience to edit content

o  Strong communication skills to participate in team discussions, make solution recommendations and document/explain work, and provide training to technical/business users

o  Ability to work in a multidisciplinary team environment, to sell your ideas to colleagues, both technical and non-technical

Demonstrated the ability to get buy-in from a team to implement new and improved ways of doing things
