The National Emergency Management Agency (NEMA) provides national leadership to New Zealand's distributed emergency management system. NEMA's primary focus is on the performance and capability of the emergency management system as a whole, across all hazards and all risks and the 4 Rs of risk reduction, readiness, response and recovery. Mō tēnei tūranga mahi | About this role

In this role you will be leading a team responsible for designing and developing the Emergency Management workforce with an initial focus on the response and recovery workforce assuring Aotearoa has the right sized workforce with the right skills and experience when emergencies occur. This mahi includes formally lifting the profile, value and recognition of this diverse workforce which includes many volunteers. You will establish relationships and  implement initiatives to grow the recognition and role of Iwi and Māori in response and recovery. Your team will work with many  stakeholders growing  workforce readiness and resilience.

The position sits with the System Capability Unit that is responsible for leading the identification, design and implementation of strategies that will build the capability, capacity and resilience of the emergency management system across New Zealand. This includes the importance of exercises to test current state, apply lessons learnt and assure readiness.

We are looking for a candidate with the following attributes:

  • Strategic and operational team leadership and management ability
  • Experienced in building high performing teams
  • Experience in workforce design and development 
  • Demonstrated experience in working strategically - applying critical thinking and making sound judgements
  • Relevant experience in a similar senior level role working in a collaborative, complex, fast changing and high-pressured environment
  • Extensive influencing skills and a proven ability to build strong relationships that achieve results
  • Innovative, with a proven ability to identify needs, conceive new ideas and follow through with implementation
  • Applied knowledge of the NZ education system
  • Experience in working with Māori
  • Experience working with networks, business and/or community groups, Central and/or Local Government
  • Experience in contract and project management
  • Personal commitment to understanding and applying Te Tiriti o Waitangi, Tikanga Māori and Te Ao Māori

The salary band for this position is $131,987 to $155,279 including Kiwisaver employer contributions.

Due to the security requirements of this role, applicants must be a New Zealand citizen or New Zealand Permanent Resident.
