 Position Description: 

Reporting to the Senior Manager, Network Planning, Municipal Liaison & Right of Way, the Right of Way specialist will be responsible for ensuring Bell’s existing and growing infrastructure located on private property is protected by obtaining and maintaining the necessary permissions. Through negotiating and liaising with various stakeholders, the Right of Way specialist will represent the Company in the 705/807 NPA. 

Job Duties/Accountabilities:

  • Responsible for acquisitions in the form of easements, leases, land agreements and permit agreements in order to secure rights for the placement of new aerial, buried, equipment and cabinet installations
  • Responsible for the acquisition of the same rights for existing facilities located over private lands where no previous rights of occupation exist and challenges are made by the Owners
  • Responsible for liaising and negotiating with private land Owners, Provincial, Federal, Municipal governments and/or agencies, Indigenous communities and Developers
  • Responsible for determining property Ownership, conducting site visits and negotiating the type of tenure, location, dimensions and compensation to be paid for the acquisitions
  • Assess risks and provide cost benefit analysis relating to alternatives and recommend appropriate action
  • Provide cost analysis of fees associated with legal, survey, severance, landscaping and compensation to set accurate budget and ensure cost effectiveness
  • Provide conflict resolution by negotiating and mediating between Implementation and property owners to reach resolve
  • Provide for the acquisition of acknowledgments for the placement of additional facilities over existing easements, derive compensation to be paid as required and negotiate damages
  • Provide Support in interpreting all documentation to determine existing rights and provide direction as to courses of action and also to ensure all obligations are satisfied so as not to contravene legal restrictions and compromise existing rights

 Critical Qualifications/Competencies:

  • Strong interpersonal skills and team focus, with ability to lead and work within immediate, extended and multi-disciplinary teams.  Ability to manage relationship with external partners
  • Superior analytical skills and comfortable with managing data
  • In-depth knowledge of Excel and proficient in MS Office applications
  • A passion for creativity and innovation - the ability to recognize new opportunities and incorporate new ideas.  Strong change management skills required
  • Sound analytical, problem solving and decision making skills
  • Experience in negotiating with various/multiple stakeholders
  • Strong ability to work on a number of deliverables concurrently

 Preferred Qualifications/Competencies 

  • Designation and/or membership from the International Right-of-Way Association (IRWA)  
  • Post-secondary education in a relevant discipline (i.e. Planning, Law, Business, etc.)
  • Valid drivers licence
