Job Title - Senior Specialized IT Consultant 

Period - 10 months

Start Date – 2022-01-19 

End Date – 2023-03-31 

• Location – Kingston

 

Must haves:

    • Recent 5+ years of experience testing large, complex, integrated/multi-service public-facing web applications and services (APIs)

    • Excellent knowledge of system testing methodologies, defect management, and user acceptance tests

    • 5+ years of experience participating in Agile projects.

    •  Experience providing detailed testing plan and test cases, and defect management practices for each Sprint.

    • 5+ years of experience with software development tools such as IBM Rational Software (Clear Case, ClearQuest, etc.), or Microsoft Azure DevOps.

    • 5+ years of experience testing Java or Microsoft .Net web services (API) and applications.

 

    • Nice to have: Public sector experience

 

Description

The Senior Specialized IT Consultant is required to provide technical, testing and operational support and leadership to ongoing and upcoming COVID-19 related IT priorities, and non-discretionary, time-sensitive Branch commitments scheduled for 2021-22 & 2022-23.

 

The Specialized IT Consultant is required to:

·       Participate in business requirements walkthroughs.

·       Analyze business requirements documentation including Use Cases and non-functional requirements.

·       Contribute to the testing strategy and create systems test plan and test suites (including test cases).

·       Analyze test data requirements and create appropriate test data to support the test strategy.

·       Execute system and user acceptance tests adhering to HSC Test Methodology.

·       Create and execute automated test scripts where possible, using automated testing tool

·       Verify actual results meet expected results. Examine test databases using SQL. Analyze and log test results. Document and monitor resolution of system variances using an automated problem management system.

·       Provide recommendations to the Project Manager as to the acceptance or rejection of any changed system components.

·       Weekly reporting on status, progress, and key issue/concerns as directed by the Project Lead or Sr. Project Manager.

·       Transfer skills and knowledge to selected OPS staff.

Testing Experience    ·        Recent 5+ years of experience testing large, complex, integrated/multi-service public-facing web applications and services (APIs)    30 points

    ·       Excellent knowledge of system testing methodologies, defect management, and user acceptance tests

    ·       Ability to understand and analyze business requirements, and systems response documents, to write and to execute test plans and test cases that are well-structured, easy to maintain, and easily understood by both developers and business analysts and clients, and that can be traced back to the business, functional and non-functional requirements

    ·        Experience analyzing test data requirements and creating appropriate test data to support the test strategy

    ·        Verify actual results to meet expected results and requirements. Examine test databases using SQL. Analyze and log test results. Document and monitor resolution of system and design variances using a defect management tool.

Project Management Skills and Experience    ·        5+ years experience participating in Agile projects.    30 points

     Ã‚·        Experience providing detailed testing plan and test cases, and defect management practices for each Sprint.

    ·        Experience documenting test plans and defects for epics and user stories

    ·        Proven and demonstrable troubleshooting and analytical experience

    ·       Demonstrated excellent problem solving and decision-making skills

    ·        Strong consulting skills to engage with all stakeholders

    ·   Demonstrated success in working productively with business clients, developers, and technical specialists such as DBAs, mid-tier support teams, and IT partners.

Technical Experience / Knowledge Areas    ·        5+ years of experience with Agile project management and development practices (Sprints, Scrums, grooming sessions, retrospects, etc.),    20 points

     Ã‚·       5+ years of experience with software development tools such as IBM Rational Software (Clear Case, ClearQuest, etc.), or Microsoft Azure DevOps.

    ·       5+ years of experience testing Java or Microsoft .Net webservices (API) and applications.

    ·       Experience testing applications and webservices hosted in the Cloud technology (i.e., Red Hat OpenShift, Microsoft Azure, Kubernetes, etc.).

    ·       5+ years developing automated test cases using Selenium or IBM Rational Test.

    ·       Experience testing applications developed using the Remedy Action Request (AR) platform.

    Experience developing test case in Silkperformer for Remedy AR applications.

     

Public Sector Experience    · 7+ years of experience working with federal/provincial/broader public-sector healthcare providers    5 points

    ·      Knowledge of Public Sector Enterprise Architecture artifacts (or similar), processes and practices, and ability to produce technical documentation that comply with industry standard practices    

    ·  In-depth knowledge of industry standard such as Project Management Institute (PMI) and Public Sector I&IT project management methodologies.    

    ·       Knowledge and experience with Public Sector/e-Health Ontario related projects

    ·      Knowledge and understanding of Ministry policy and IT project approval processes and requirements

    ·      Experience adopting and adhering to Public Sector Unified I&IT Project Methodology, Public Sector Enterprise Architecture and Public Sector Gating process, and Public Sector Standard Systems Development Methodologies

    ·      Experience with the delivery of large complex IT Health-related projects, and public-facing services

    ·      Demonstrated experience with GO-ITS Digital Health standards, and internal branch standards.

    ·      Knowledge of Ontario’s Freedom of Information and Protection of Privacy Act (FIPPA) and it’s municipal equivalent the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), Personal Health Information Protection Act (PHIPA) and their respective regulations.
