We are looking for a strong, motivated, independent and energetic Senior Program Manager to join our US Government Program team to drive policies and procedures required to deliver Microsoft services at scale to US Government customers. This is a unique opportunity for a driven individual who enjoys creating clarity from the ambiguous. Candidates should be interested in working closely with Corporate, External, and Legal Affairs (CELA), Human Resources (HR), Facility Security Officers (FSO), and Engineering Managers to drive alignment of operating assertions, security classifications, and playbooks. This role will drive for the definition of policy, implementation procedures, and solutions required to help Microsoft scale our US Government engagements, protecting our employees and overall programs. The individual must actively seek information and test assumptions, navigate within a highly matrixed environment, determine measures of success for operations, and lead others in scoping problems by identifying key issues, inputs, stakeholders, and outcomes.
Security Clearance Requirements: Candidates must be able to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:
Citizenship Verification: This position requires verification of US Citizenship to meet federal government security requirements.
Candidates must have an active TS and be willing to upgrade to TS/SCI (with polygraph) or have an active TS/SCI and be willing to upgrade to TS/SCI (with polygraph). This role will require candidates to maintain the TS/SCI (with polygraph) clearance.
Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
Candidates selected for this position may need to comply with Federal Executive Order 14042 mandating that federal contractors and subcontractors receive the COVID-19 vaccine by being fully vaccinated before their date of hire, or work with Microsoft to receive an approved religious or medical accommodation.

Core Responsibilities:
The ideal candidate will be an experienced PM or Engineer with a track record of policy development and implementation with the US Government:
Develop policies and procedures that align delivery and approach across Microsoft Engineering organizations
Ensure the right people are available, trained, and equipped to deliver upon Program committed outcomes
Work independently to drive large, complex programs and solutions
Lead a joint Microsoft and Customer-facing v-team to ensure compliance against contractual commitments while delivering world class commercial cloud experiences
Develop and manage a cross-Microsoft v-team required to rationalize data management in restricted cloud environments
Drive results across multiple organizations via strong cross-group collaboration skills
Leverage good technical understanding of Service Engineering lifecycle and Microsoft Security Development Lifecycle (SDL) to build training commensurate with overall program needs
Drive business & technical conversations with development managers, partners and customers
Communicate to drive clarity via excellent written, verbal, and presentation skills
Develop team culture, grounding in Microsoft’s mission and values, seeking to attract, develop, and retain employees while making positive improvement towards our diversity and inclusion goals
Qualifications
Preferred Qualifications:
5+ years of program management or engineering experience
Bachelor or higher degree in Computer Science, Statistics, Mathematics, Physics, Engineering, or related disciplines
