The “Senior Program Manager, Scaled Agile” should have an advanced understanding and hands-on experience leveraging the Bell Agile Framework with an Agile mindset, and experience applying BAF principles and practices. You will leverage the DOQ’s Agile Transformation team and the DOQ New Capabilities teams to execute on your plan. You will interface with leadership and cross-functional teams throughout the organization to provide strategic direction and drive business value with tangible outcomes. You will work with Agile teams and Business Owners to track benefits of Bell Agile Framework across IT and participating business units to measurably improve business objectives and OKR’s.

 

The DOQ team is responsible for providing shared capabilities to the different IT Delivery teams within Bell Canada.

The team provides the following services:

Agile Practice Enablement leveraging the Bell Agile Framework (based on SAFe)

Secure SDLC Enablement

DevSecOps Enablement leveraging Bell’s shared platforming to enable the 5’Cs of DevOps

Centralized Test Management / Automation Enablement

And you want to…

Design and lead a change management strategy for Bell Agile Framework (SAFe) deployment that covers multiple functions and teams.

Diagnose teams’ readiness in adopting Agile methodology & measuring Agile maturity.

Help teams remove barriers and troubleshoot processes that block Agile principles.

Identify areas of the business that can benefit from Agile methodology and implementation.

In collaboration with the Agile Transformation team, help identify candidates to be trained on formal Agile roles such as Scrum Master, Product Owner, Release Train Engineer

In partnership with the Agile Transformation team, help senior leaders and teams prioritize business goals, OKR’s and operations.

Conduct team check-ins to ensure Agile implementation is sustained and functional.

Facilitate collaboration sessions between stakeholders around BAF Adoption priorities

Join DOQ internal Agile stand-ups & participate in BAF initiatives (e.g. BAF Community of Practice, Recognition etc.)

Provide feedback to Executives and report on progress to the roadmap

Review product KPIs and Quality metrics on a regular basis and plan with the team on corrective measures to improve

 

Critical Qualifications/Competencies:

Experience within Bell Canada working as part of an Bell Agile Framework (BAF) Agile Release Train (ART)

University degree in Computer Science, Engineering or related discipline.

Strong analytical skills to identify issues on a timely basis, couple with strong communication and presentation skills, oral and written, to effectively communicate complex issues to the Leadership Team and team members at all levels of the business

Ability to prioritize competing items and deliverables from various stakeholders

5+ years experience working in project/program management and/or agile software development best practices.

Strong worth ethic with “hand-on” approach to collaborative problem solution and solutions delivery. 

Team player who can define, establish and communicate their long term vision, is adaptable to uncertain and changing needs

Someone enthusiastic who can quickly learn and adapt to new challenges

Experience working on large scale, multi-team initiatives

Experience with Agile tools such as Jira and Confluence etc.

 

 Desirable Qualifications

Certifications with the Scaled Agile Framework (SAFe) – ideally the SAFe SPC.

Experience in working with a decentralized and/or non-collocated team

Bilingualism is an asset (English and French)

 

Bilingualism is an asset (English and French); adequate knowledge of French is required for positions in Quebec.
