The National Emergency Management Agency (NEMA) provides national leadership to New Zealand's distributed emergency management system. Mō tēnei tūranga mahi | About this role

In this role you will be engaging with a broad range of stakeholders at strategic and sector-wide levels, and at national, regional, and local levels, to advance recovery preparedness and build New Zealand's ability to manage recovery following emergencies. The Recovery Team develops and implements strategic frameworks, operational policy and practitioner best practice, and drives coordinated and holistic recovery planning and activity before, during and following an emergency.

The Senior Advisor, Recovery positions sit within the Risk and Recovery Business Unit. The Risk and Recovery Unit is responsible for leading the development of hazard risk management and recovery policy and practice, including the development of strategic national frameworks and best practice guidance. The unit also coordinates science and technical advice on hazard risk management and coordinates central government recovery activities during and following emergencies.

We are looking for candidates with the following attributes:

  • A team player able to share and consult with colleagues to develop consistent and high quality advice and guidance
  • Experience in developing strategic frameworks, operational policy, national guidance and advice
  • Experience at proactively building and leveraging collaborative stakeholder relationships and engaging strategically at a range of levels across national, regional and local government
  • Knowledge of recovery policy and practice, and emergency management systems, processes, and planning
  • The ability to prioritise and deliver both longer-term strategic projects and important tasks with short timeframes, especially as emergency events occur
  • Experience of operating strategically including identifying opportunities to leverage to achieve desired outcomes
  • Knowledge in one or more of community engagement, district and land use planning, local government or social science aspects of emergency management and resilience

Huanga Whaiaro | Key requirements

  • A relevant tertiary qualification or equivalent body of knowledge
  • Experience in the development of strategic frameworks, national guidance and advice
  • Experience in building and maintaining effective collaborative relationships
  • Knowledge, understanding and ability to interpret, develop and apply national policies
  • Understanding of recovery, emergency management or related area of theory and practice
  • Experience in developing and implementing functional and operational plans
  • Project/portfolio management experience with ability to use project management methodologies
