Description
Plan and manage all Test & Commissioning activities for USRC Project in support to the Project Manager ensuring application of the projects strategy (including QCD commitment) and compliance with ADM strategy, policies, standards, process, local regulations and professional standards. The assignment will be local in Toronto, Ontario.
Responsibilities
The PrCOM represents T&C Metier inside the core team, manage the T&C Scope inside the project interfacing with Project Management, Project Engineering, Project Installation, Project Industrialization, Project Verification & Validation and others interfaces in the Core Team.
PrCOM owns the T&C Work Package and all the tasks under the T&C Scope: T&C Strategy, T&C Documentation, T&C Schedule, T&C Execution and T&C Team management inside the particular project assigned to it.
Deploys T&C process in the field and make sure it is applied by the T&C team within the project.
Pro-actively manages internal interfaces with project engineering, installation and external technical interfaces with Partners, Third Parties and Customers for T&C activities.
Support deliveries of T&C procedures, Method Statements and coordinates In-house trainings
Prepares and manages Test & Commissioning works in the field Material, tools, documentation, people, access and logistic
Manages the T&C team: Ensures EHS on field with guidance and support from the Project team member in charge of Project EHS coordination
Trains and supports people in the T&C activities
Prepares Engineer and Technician assessment of competency.
Manages the tools and organize accurate calibration.
Leader/builder of team (Engineers and Technicians), able to motivate it against challenging schedule.
Maintain T&C Work Package budgets: control cost and delay aspects of any activity related to T&C
Interface other T&C team from other contractors or Alstom product lines.
Ensure the quality management of these activities (conf management of input document, and of HW and SW installed on site, anomaly management in close relation with factory, test coverage to ensure no tests forgotten)
Ensure that safety conditions are gathered at all time for tests to be carried out and permanently brief his team on the importance of this matter.
Support the team and the department for the quotation of T&C activities.
Report regularly his progress to his interface (managerial and functional)
Prepare the T&C Management Plan and ensure the preparation of all tests procedures necessary to perform the tests.
Prepare, review and submit other test documents from team in support to Safety Certifications.
Ensure local support to factory for debugging and fine tuning activities, as needed.
Organize when relevant tests platforms (simulators, measurement tools)
Review and sign Test Reports once they are submitted by T&C Leader
Working Conditions
Some travel is expected on the job and to offices in Rochester, NY and mainly to Cambridge, ON where the FAT are happening
Work schedules and hours change often. Working weekends is not uncommon.
Ability to travel up to 25 PERCENT domestically and/or internationally.
Resource will be allocated in Alstom Office in Toronto, ON and also in the field office close to the project.
Qualifications
Bachelor degree in technical discipline or equivalent ( Engineering is preferred)
8-10 years of experience of testing train control systems (previous experience with iVPI Product and Audio Frequency Track Circuits is a plus)
5 years managing large teams (>15)
Professional Engineering License for Ontario is highly appreciated
