Job Description

Fulltime | Part-time we are willing to work around your schedule! We understand people have busy lives and we want to enhance that by offering options and delivering an outstanding work/life experience.

We have an incredible, three year fixed-term, opportunity for an experienced Portfolio Manager with a strong background of working in a policy environment, making connections across a wide range of projects and people, and looking at the big picture. You will play a pivotal role working with two portfolios or one portfolio should that be your preference.

About the Role

This is not your ordinary type of Portfolio Manager role; this role requires someone who's had exposure to the policy process and project management for a number of years and is now looking for that new exciting challenge.

This is a multi faceted role and will provide the right person with an exciting opportunity to broaden your project management and policy experience while establishing great relationships with a broad range of internal teams, Crown agencies and government Ministries.  Portfolios below: (If there is one that stands out to you, then we are happy to discuss how we can make this happen!).

  • Road to Zero (7-10 projects)
  • Transport Regulatory Work Programme (60-90 projects)

The role is responsible for supporting the organisation, structure and risk management of a wide-ranging policy area.

The role will require you to be flexible with your working approach and functions, dealing with unpredictable changes across different projects. You will gain experience and knowledge over the portfolio's and be the architect behind developing programme wide planning documents, programme monitoring, and reporting to leadership (including writing a quarterly briefing for the Minister of Transport).

What makes this role unique is the fact you will be monitoring, supporting and reporting on projects without having to be involved in the delivery. Instead, you will bring a keen strategic eye to the whole programme, and shape how the organisation responds to overarching risks and opportunities.

What you will bring

You'll be experienced in bringing flexible structure to a complex and changing environment. You will be able to make connections and see opportunities and risks across a wide range of different projects. You will understand the policy process and what matters to policy managers and be able to tailor your work to bring tangible benefits to the policy environment.

To that end, we need someone who is naturally curious, collaborative and forward-thinking. While we are busy delivering policy individual projects, you will be getting involved and learning about what matters across the programme and the transport system.

To be successful in this role you will have:

  • Understanding of the policy development and/or legislative change process
  • Ideally 5+ years proven project/portfolio management experience
  • Experience applying good practice programme management disciplines
  • Strong communication and high level of written and presentation experience
  • Ability to build strong working collaborative relationships with people at all levels
  • Strong time management, presentation and influencing skills.

What we offer

There's a lot of opportunity here. We're a small, friendly agency, which allows for people to influence in their chosen fields. In our diverse and inclusive environment, our people grow their agile mindset, learn, evolve and utilise their skills, while being empowered to make decisions.

We offer everyone who works for us a supportive work environment, individual development plans, a range of health and wellbeing benefits and a welcoming employee network.

The salary step range for this role is HG18 $118,256 - $155,674. The successful candidate will be appointed at a salary that reflects individual skills and experience.

For specific queries or to set up a confidential discussion about the role with Megan Moffet, Manager – Regulatory Policy, please email m.moffet@transport.govt.nz.

For more information contact Carissa Hay, Recruitment Adviser – c.hay@transport.govt.nz

We welcome candidates from diverse backgrounds, including Māori, Pasifika and those with disabilities, who will enrich our understanding of the transport system.

You must have the right to live and work in New Zealand to apply for these roles at the Ministry of Transport.

Please note applications will be considered as they are received therefore, we recommend submitting your application as soon as possible.

Submit your application online including a cover letter and CV by Wednesday 16th March 2022.
