Job Description

  • People & Culture leadership, strategic direction for the People & Culture functions within the country, promotion of transparency and accountability in all management aspects. Subject matter expert on PII Policies and Procedures related to People & Culture Management and Liberian Labour law.
    • Member of the Country Leadership Team and reporting to the Country Director on all areas of opportunity, risks and long term People & Culture delivery;
    • Directly manages People & Culture team
    • Oversees People & Culture needs of all the staff of the Country Office, POs and the PIIAs;
    • Has responsibility for compliance with organizational and statutory policies and laws on Human Resources;
    • Act as National Child and Youth Safeguarding Policy focal point to ensure all standards effective implementation;
    • Budget responsibility limited to area specific matters;
    • The monitoring of People & Culture audit actions lists and risk register.

      Accountabilities

      STRATEGIC OVERSIGHT

      • Establish annual People & Culture work plan, set priorities, monitor work progress and ensure results are achieved according to schedule and set standards
        • Liaise with Global Hub, and Regional office to support and contribute to People & Culture strategy implementation
        • Provide technical leadership to the country People & Culture team including reviewing and supervising the work of the People & Culture team and setting of annual capacity development plans for each team member
        • Strategic oversight of all Plan International Liberia People & Culture processes inclusive of Talent Acquisition and Development, Recruitment & Selection, Performance Management, Compensation and Benefits, Employee Relation, People & Culture Policy and processes, grievances and counselling and stakeholder Management.
        • Develop, implement and monitor the interpretation and application of new human resources systems, practices and procedures
        • Provide strategic People & Culture input into the development of Country Strategy (CS), taking an overview of the People & Culture strategies within this to ensure that they incorporate effective workforce planning tools and are aligned to Global People & Culture strategy;
        • Support managers and staff in implementing the Plan Employee Appraisal process. Track progress, and maintain statistical data on results to support attainment of organizational objectives and improve staff performance;

          TALENT ACQUISITION & MANAGEMENT

          • Draft required Job description and adverts and ensure advertisement are done via appropriate channels in Liberia
          • Help design optimal program and shared services staffing plans
          • Ensure recruiting and hiring practices are in compliance with government regulations and organizational policies
          • Coordinate with hiring managers to ensure all hiring requests are complete according to Recruiting Policies and Procedures of Plan International Liberia.
          • Review recruitment results and support in salary break down and offer letters to candidates
          • Organize, lead and document post-recruitment conversations with managers and candidates.
          • Ensure that orientation is conducted for each newly hired national and expatriate team members consistent with global guidance including PI Code of Conduct, HBD, Fraud and Security and a review of all relevant policies and handbooks.

            COMPENSATION AND BENEFITS

            • Provide innovative country level compensation and benefits administration
              • Ensure all country staff are covered on all relevant insurances
              • Review salary scales & benefits packages and bench mark against the market on an annual basis
              • Conduct job evaluations on new and existing positions and manage country wide job audits to ensure equity and competitiveness within the job market
              • Provide required support during assigned expatriate recruitment activities.

                EMPLOYEE ENGAGEMENT & MANAGEMENT

                • Act as People & Culture partner to all PIL Team members
                  • Using available People & Culture data agree and deploy annual employee relations calendars to provide a positive employer-employee relationship and promote a high level of employee morale and motivation within our offices.
                  • Promote accountability, communicate expectations and provide constructive feedback and assist team members with information, tools and resources to improve performance & reach objectives.
                  • Support management's goal of continuous capacity development of national staff through the provision of internal and external trainings.
                  • Alongside our legal counsel and Country Director, manage all People & Culture related legal issues in compliance with the labor law.
                  • Proactively update senior management on any issues & grievances and ensure efficient and transparent solutions that protect both PIL Team members and PIL interests in accordance with policies, regulations and procedures and global guidelines in term of safeguarding.
                  • During all parts of the human resource life cycle, promote the PIL goals and targets for gender equity and cultural diversity
                  • Manage and maintain office/work spaces in such a way that fosters a harmonious work environment.
                  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
