Job Description

The Pacific Aotearoa Community Outreach Fund (PACO) has been established to enable more frequent and responsive engagements between government and Pacific communities to keep Pacific peoples informed and supported in the Omicron phase. While we have a Care in the Community response to COVID, this investment aims to provide continuity of care for family, either side of self-isolation and to support faster recovery from COVID-19 for those families at risk of adverse impacts.

The Government has announced $18 million in funding for the Pacific Aotearoa Community Outreach initiative, led by the Ministry for Pacific Peoples, to support Pacific communities to prepare, respond and recover from the social and health impacts of COVID-19 Omicron:

The Manager, Contracts is responsible for leading efforts and managing the substantive lifecycle of multiple service delivery and supply contracts, especially across the PACO fund. They will ensure that the necessary tracking and oversight is in place to manage any risks and issues that might arise within the contract relationship.

Key responsibilities within this role include the following:

  • Implementing stakeholder engagement and communication plans and enhance stakeholder relationships critical for the collaborative delivery of services
  • Create, prepare, implement and review service delivery and Provider contracts across PACO fund
  • Lead negotiation and oversee the development of service agreements and Provider contracts
  • Develop strong, collaborative relationships with key Providers and work with them to continuously improve services for key stakeholders
  • Leading the collation and interpretation of contracts
  • Driving appropriate monitoring of contracts and initiate timely contractual reviews prior to contract expiry
  • Leading the periodic contract performance and administrative compliance reviews (audits) of service delivery providers and supply partners

To be successful in this role you will bring the following:

  • Five or more years financial, commercial or contract management experience with high value contracts
  • Ability to form, create and maintain excellent stakeholder relationships
  • An understanding of good regulatory practice, regulatory theory and concepts of modern responsive regulation
  • Experience leading the design or application of initiatives that drive process efficiencies, enhance the integrity of systems, and ensure the most effective application of resources
  • Proven ability to make timely, quality decisions that are evidence based and in line with good, professional regulatory practice
  • Previous experience in working with technical experts operating in a regulatory environment
  • Strong critical thinking and problem-solving skills
  • Ability to identify and interpret risk and use information to support continuous improvement
  • Ability to see the big picture, strong conceptual thinking
  • Commitment to teamwork and collaboration
  • Legal knowledge/experience would be beneficial but not required
