Objectives of the assignment

The main objective of this consultancy is to conduct an evaluation of the gender policy of the BCR, update the gender policy of the BCR with  a five-year participatory action plan with clear goals and targets.

Scope of work and tasks

Under the overall guidance and management of the UN Women Deputy Country Representative and direct supervision of the Program Officer on Women, Peace and Security and in close collaboration with the Gender Unit of the BCR, the Consultant will perform the following tasks:

Task 1. Desk Review and development of the inception plan

  1. Conduct a desk review of existing relevant documents including National Gender Policy;
  2. Conduct preliminary consultations with, UN Women, BCR Gender Unit, relevant government Ministries and Senior Management at the BCR for development of a inception  plan;

Task 2. Conduct an evaluation of the current Gender Policy of the BCR

  1. Conduct an evaluation of the current gender policy to determine what worked well and what did not and lessons learnt;
  2. Develop an evaluation report that will include information on the extent to which the current policy was implemented, the gaps and recommendations;

Task 3. Update and develop the Gender Policy with a five-year Implementation Plan for the BCR

  1. Revise the Gender Policy and develop a detailed action Plan (2022-2027) with clear goals and  targets. The plan should further state  roles and responsibilities of different players and a monitoring and reporting framework with an indicative budget;  
  2. Develop a concept note to facilitate the validation workshop on  the revised Gender Policy and Action Plan,
  3. Facilitate the  validation workshop
  4. Incorporate recommendations from participants into the draft policy and action plan
  5. Submit the revised validated Gender Policy and Action Plan for approval by Senior Management .

Task 4. Strengthen the capacity of the gender unit and the senior management towards the    implementation of the Gender policy,

  1. Conduct TOT training for officers of the BCR on the implementation of the Gender Policy;
  2. Measure changes in knowledge and skills by pre and post tests.
