Te Komihana Tauhokohoko | The Commerce Commission is New Zealand's competition, fair trading, consumer credit and economic regulatory agency. Our mission is to make New Zealanders better off by ensuring our markets work well and consumers and businesses are confident participants in those markets.

The Commission is going through an exciting period of growth, driven by increases in its functions, duties and powers, and supported by additional Government funding.

Our Infrastructure Regulation Branch is looking for a manager to lead the team responsible for the upfront rules we set that underpin our regulation of key infrastructure in NZ.

These rules are called 'input methodologies' and cover:

  • Our 3 major international airports (Auckland, Wellington, and Christchurch)
  • Chorus and other local fibre companies
  • Transpower, the owner and operator of the national electricity grid
  • 29 local electricity lines companies
  • 5 Gas pipeline businesses

We're here for the long-term benefit of consumers and our rules and regulations perform important functions like limiting excessive profits and ensuring businesses have incentives to innovate and invest to deliver the services that their consumers demand.

Based in our Wellington or Auckland office, this is a permanent position reporting to the Head of Price Quality Regulation.

Mō te tūranga - About the role

As Input Methodologies Manager, you will lead a dedicated and supportive team who are responsible for owning and maintaining all the rules that apply to Part 4 of the Commerce Act and Part 6 of the Telecommunications Act.

You'll be planning and undertaking reviews of the rules to ensure they keep pace with new developments such as New Zealand's transition to a low carbon economy. You'll draw on a wide array of economics, accounting, engineering, and legal experts and engage with key stakeholders across industry. Our processes to review the rules are both large and small - from individual fixes to specific issues as required, to major projects to review every single rule as part of the regular review cycle required by law.

We're currently undertaking one of these statutory reviews, and you'll will be leading the project over its remaining 18-month cycle. This will involve working with your 6-8 direct reports and overseeing a wider project team of around 20 with support from project managers, principal advisers, and the senior management team of the infrastructure branch.

We are looking for someone with the following:

  • An authentic leadership style who can develop and grow a team ensuring the right mix of skills
  • Proven management experience
  • The ability to think strategically, and to manage and prioritise a portfolio of work
  • An in-built drive to get things done
  • The ability to use different information and data sources to draw insights and conclusions
  • Well-developed relationship management skills
  • An understanding of economic regulation and/or experience in electricity, gas, dairy, airports or government regulation (preferable but not essential).
