The Metro Tunnel Project (MTP) is a transformational public transport project that will bring more trains to your suburb and reduce travel times by running the busy Cranbourne, Pakenham and Sunbury lines through a new tunnel. By untangling the City Loop, more trains can run more often across Melbourne.
We’ve finished digging twin 9km tunnels, and construction is underway on 5 new stations and testing of the new High Capacity Signalling system that will enable turn-up-and-go services.
Metro Trains Melbourne (MTM) has an exciting opportunity for an experienced Head of Operational Readiness to join the MTP Team.
The Role
The Head of Operational Readiness role exists to facilitate MTM Operations functions reaching a state of operational readiness, prior to Day One Revenue Service of the newly created Sunshine-Dandenong line. The Head of Operational Readiness will work with a small team of people aimed at providing a line-based focus to the various O&M team members across the MTP packages and HCMT.
To be successful, a deep level of integration across the Project is to be created and facilitation of Readiness to Change for the Business. This role requires someone who can build influential relationships across MTM, RPVP & MTP.
This is a fulltime, permanent role based in Melbourne’s CBD.
Responsibilities
Provide strategic operational readiness knowledge and effective leadership amongst a cross functional team, responsible for the delivery of operational readiness activities. This is through effective management and oversight of alignment with nominated work-stream leads, including for People Readiness, Process & Proving, Systems & Infrastructure Activation, Trial Operations and Transition to Opening (mobilisation).
Leadership, management and coaching to Operational Readiness Team / direct reports to ensure each discipline works effectively as part of a high performing MTP team.
Evaluate and manage progress against plans of the operational readiness work-streams to ensure robust planning, sequencing and adequately identified interdependencies, with alignment to the operational readiness strategy.
Provide effective channels of communication and integration with the O&M Leadership Team, identifying key interdependencies and opportunities to improve O&M readiness through engagement with this team, understand issues from other parts of the O&M and RPV community that result in improved business readiness outcomes.
Build successful relationships with Project Parties to deliver supportive partnering and a solutions orientated approach, championing Metro’s interests when there are competing priorities, to ensure a state of operational readiness is achieved.
Ensure effective risk, assurance and governance processes are in place across the scope of operational and maintenance readiness. Establish and Chair governance forums requested by the Client and MTM to execute the effective delivery of activity, escalate risk and issues and enable confident decision making, to drive confidence that MTM can deliver a state of readiness prior to go-Live.
Active engagement and liaison with other members of RPVP, Route to Acceptance Team (formerly SIT), and the Integrated Program Management Group, to develop alignment and beneficial working relationships to ensure a line-based integrated approach is considered at all times.
Manage the operational and maintenance readiness inputs into the Operational Readiness workstream within the RPV Route to Acceptance Team and support the development of Line wide strategies and MTP plans such as Operational Readiness Plan, Test & Commissioning Strategy, Handover/Handback Strategy etc.
Implement strategies to protect Metro’s ability to deliver its obligations under the PS&TRs, Franchisee Cooperation Agreement both in Project Delivery and in preparation for Service Delivery phases, managed through progressive readiness.
Oversee the development of line wide Trial Operations Strategy and Management Plan that is supported and endorsed by the O&M Leadership Team and the MTM Business. Implement and manage the activities associated with the Trial Operations Plan through coordination with package Leads and interfacing with the MTM Operational and Maintenance Readiness Team.
Work with the Metro business to develop aligned change management initiatives to shape the effective embedding of the MTM change in preparation of the new Sun-Dan line, focusing on all relevant stakeholders within MTM and the MTP.
Develop and maintain MTM reporting covering O&M readiness for all stages of the Metro Tunnel Project (MTP) and the commencement of operations on the Sun-Dan line, escalating issues to the General Manager of O&M – MTP.
Advice and justification of resource requirements to ensure aligned and strategic objectives of the operational readiness approach can be met with a joined-up and cross functional team.
About You
Tertiary qualification in engineering, rail operations, project management or related discipline; or equivalent demonstrated experience.
Experience in leading operational readiness within a major change programme, essential.
Experience in programme management, major project governance, progress reporting and project management techniques, essential.
At least 10 years’ experience in public infrastructure, transport or service sector, preferably with experience of the rail environment.
At least 3 years’ experience of senior management, preferably within the rail industry.
Demonstrated experience in complex projects and understanding impacts to end users and delivering project outcomes in an environment of high complexity and high change.
Leadership skills, and the capability to translate vision and objectives into attainable goals and planning.
Demonstrated high level ability in establishing and building relationships with key stakeholders.
Knowledge of digital railway systems (eg CBTC or other modern signalling systems, Building Management System, Control & Monitoring System), highly desirable.
Experience in delivering trial operations and/or operational commissioning events, in rail industry, highly desirable.
