Position Purpose

Under the overall guidance of the Resident Coordinator, the PBF Coordinator (NOC)  will be responsible for overall PBF project coordination, implementation oversight, maintenance of key partnerships with the CSOs and the Government, trouble-shooting and addressing challenges with project implementation, in close collaboration with the project implementation teams.

The PBF Coordinator will also support the RC to select, develop and implement PBF projects as well as in its role as Steering Committee Cochair. The PBF Coordinator will also indirectly report to PBSO on the PBF portfolio strategy in the country and PBF projects performance. She/he will work in close collaboration with the Steering Committee, Regional Design & Resource Mobilization Specialist, and RC team, particularly the Peace and Development Adviser (PDA) and head of the Resident Coordinator Office.

The PBF Coordinator will contribute to the strategic supervision of the projects through the following functions:Facilitate design and monitoring of PBF portfolio projects;

Support PBF or equivalent Steering Committee and supervise PBF Secretariat staff;Facilitate strategic alignment, visibility and resource mobilization initiatives.

DUTIES & RESPONSIBILITIES

Facilitate design and monitoring of PBF portfolio projects:                                      

  • Provide technical expertise to ensure coherence and quality control of PBF projects being designed and implemented;
  • Ensure projects are aligned with relevant UN and Government strategic plans and other current or planned interventions to avoid duplicates and promote convergence and complementarity among initiatives;
  • Coordinate activities to promote coherence and synergies between projects;
  • Ensure diligent monitoring and project execution, in collaboration with recipient agencies and M&E Expert;
  • Identify challenges and potential bottlenecks in implementation process and formulate solutions as. Create monitoring system to measure progress achieved by PBF projects, including data collection and analysis, in collaboration with M&E Expert;
  • Ensure quality control and coordinate preparation and timely submission of progress reports (semi-annual and annual) submitted by recipient agencies;
  • Consult and prepare strategic annual report on peacebuilding situation in the country
  • Contribute to Secretary-General report on peacebuilding, in collaboration with the PDA
  • Ensure compliance with PBF Guidelines of implementation and reporting processes

Support inter-agencies coordination for peacebuilding :

  • Facilitate overall coordination of Technical and Financial Partners (TFPs) involved in peacebuilding initiatives;
  • Facilitate coordination of peacebuilding interventions ensuring synergy with the RCO/PDA;
  • Support periodical assessments of intervention strategy and its relevance to the context;
  • Support RC by promoting information exchange and relevant analyses on peacebuilding using project monitoring and field surveys;
  • Ensure new projects are developed based on specific conflict analysis in close coordination with the RCO/PDA;
  • Set up and facilitate internal coordination mechanisms for each project involving national counterparts, RUNOs, NUNOs and NGOs;
  • Coordinate with the RCO/PDA to promote information exchanges and tools sharing in the areas of conflict prevention and peacebuilding;
  • Create knowledge and lessons learned management system based on projects results;
  • Maintain updated mapping of peacebuilding, social cohesion and conflict prevention interventions;
  • Facilitate concertation framework for TFPs focused on promoting peacebuilding, conflict prevention and social cohesion;
  • Support partners in strengthening conflict-sensitive programming capacities and promote mainstreaming of a conflict-sensitive approach in UNCT programming, in coordination with the RCO/PDA.

Strategic liaisons for implementation:

  • Support the creation and coordination of partnerships with the Participating UN Organizations and other relevant stakeholders to ensure cohesion and joint efforts to achieve intended programme outcomes.
  • Provide technical support on implementation of integrated risk management including guiding possible engagement with de facto administration and external partners on recommended actions to take.
  • Provide substantive support to consultative, technical and steering committee meetings including proposing agenda topics, identifying participants, preparation of agenda, meeting documents and presentations, draft minutes of the meetings, etc.
  • Support establishment and maintenance of strategic liaisons among regional level working groups and the central level technical coordination working group level to achieve ABADEI programme outcomes.
  • Support preparation of briefs on possible opportunities for conflict sensitive yet gender targeted programming within the scope of the UN joint programmes.
  • Performs other related duties as required.

Knowledge sharing and management

  • Document best practices and lessons learned on joint programming as submitted by Participating UN Organizations to provide contributions to guide decision-making.
  • Support the Communications Specialist and Participating UN Organizations in preparation of various communication products for joint programming.
  • Monitor, analyze and synthesize significant amounts of information of relevance to ABADEI on conflict sensitive programme implementation, including from open sources, in close coordination with UN and other actors (e.g. civil society organizations).
  • Provide sound contributions to the thematic working groups, and sub-groups on gender, social, cultural and conflict sensitive considerations for joint programming.
  • Performs other related duties as required.

Support the Joint Steering Committee and supervise PBF Secretariat staff:

  •  preparation of working documents;
  • Ensure the follow-up and dissemination of the decisions and recommendations made by the Joint Steering Committee;
  • Support the Steering Committee in its oversight role and defining new peacebuilding priorities;
  • Provide the necessary technical assistance to institutions or agencies involved in the design and implementation of peacebuilding projects, including peacebuilding expertise;
  • Contribute to the harmonization and improvement of project documents and project reports before submitting them to the Joint Steering Committee (quality assurance especially on the peacebuilding aspect and according to the criteria of the PBF guidelines);
  • Early warning to the Steering Committee, the Resident Coordinator, the implementing agencies and the PBF on the risks, delays and problems related to implementation of PBF projects.
  • Ensure synergy between PBF program and other UNSDCF Programs and projects
  • Build and maintain strong partnership with national and international partners 
  • Supervise the work of the Secretariat team which include a monitoring & evaluation officer and a driver;

Strategic alignment, visibility and resource mobilization support:

  • Ensure communication on progress of projects peacebuilding catalyzing effects to national authorities and TFPs for resource mobilization and sustainable results purposes;
  • Look for opportunity to promote visibility of PBF projects and results.
  • Promote advocacy with national authorities to mobilize resources supporting the peacebuilding priorities;
  • Keep a constant watch to identify potential financing sources;

Education:

  • Master’s degree (5) year or BSc(7)years in Public Administration, Business Administration, Economics, international affairs, international law, conflict prevention, political science, international development, or a related field is required.

Experience:

  • Master’s and 5 years or BSc 7  years of experience in inter-agency coordination, programme management, or related area in a conflict or post conflict context is required.
  • Proven experience in leading inter-agency coordination for large programme portfolios is Desirable.
  • Proven experience in programme management and knowledge management for international organizations (UN agencies, INGOs) is Desirable.
  • Strong communication skills both written and verbal, excellent report writing and organizational skills is required.
  • Experience working in a conflict/post-conflict environment is desirable.
  • Prior experience in working with international organizations (UN agencies, INGOs) on coordination and programme management is desirable.
  • Previous experience in conducting and managing assessments, designing and/or providing strategic guidance is desirable.
  • Prior experience in multi-partner trust funds and/or joint programmes is desirable.
