Responsibilities:

• Objectively evaluate business proposals by applying institutional risk appetite and management of industry standards, widely accepted business practices, laws, rules, and regulatory guidelines; identifying when to escalate when necessary.
• Advise on legal risks inherent in the booking or origination of new markets business onto CEP, through new activity committees.
• Collaborate across internal lines of business and control/ support functions to achieve coordinated and efficient outcomes on matters of common interest; coordinate closely with Legal peers on a regional and global basis.
• Develop and managing relationships with key stakeholders including Markets product coverage lawyers and specialist counsel, Product team heads, the Head of CEP’s Markets business, business managers, CEP’s Risk, Compliance and Finance Departments, as well as other CEP infrastructure areas.
• Partner with transactional specialist counsel based in Dublin, Belfast, London and internationally, with a view to reviewing high profile /complex Markets transactions and products booked onto or originated by CEP, from a CEP legal entity perspective.
• Provide legal input on interactions with regulators relating to the CEP Markets business.
• Work with colleagues in central groups with respect to advising on new regulatory and cross market developments as they impact CEP’s Markets business.
• Liaise with the Bank Regulatory legal team in the US to ensure that bank regulatory requirements are considered in the expansion of Markets business on CEP.
• Liaise with and advise CEP’s General Counsel and other senior lawyers, as well as Senior Management / ExCo and the Board of Directors, on legal and regulatory matters as required.  
• Work with and manage relationships with external law firms in supporting the above.
• Escalate all material legal and regulatory issues to the direct manager, as well as relevant CEP business stakeholders, and supporting that person in discharging their responsibilities.
• Participation in governance fora as required.
• Appropriately assess the legal risks associated with business proposals demonstrating particular consideration for the firm’s reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behaviour, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain standards.

Skills and Experience:

• Extensive relevant industry experience, preferably in financial services.
• Banking or financial industry experience, including laws relating to banking regulation.
• Fluency on how derivatives products trade and are risk managed.
• Knowledge of international, multi-jurisdictional laws, regulations and practices while staying abreast of regulatory and legal environment, internal policies and industry trends that impact the business.
• Effective communication and negotiation skills and ability to maintain trusted relationships.
• Excellent interpersonal, organisational, relationship management skills.
• Proven ability to manage assignments in demanding, fast paced environment.
• Derivatives subject matter expertise preferred.
• Regulatory awareness important.
• Business-minded intelligence – financial mindset.

Education:

• Qualified solicitor (Ireland/ England & Wales).
