Within delegated authority, the Human Rights Officer- Monitoring and Evaluation will be responsible for the following duties: Programme management, monitoring, evaluation and reporting
• Provide technical support in developing programmatic actions; human rights and gender mainstreaming in United Nations Development Assistance Framework (UNDAF), 2018-2022.
• Provide strategic level guidance to programme teams to strengthen OHCHR Liberia Country Programme Development (2018-2023) development and integration of gender considerations; programme coherence and alignment with OHCHR Office Management Plan, Gender Strategic Plan and policy.
• Provide technical support to programme teams to ensure quality control in programme conceptualization and results reporting to inform reporting on lessons learnt, best practices.
• Collate and draft results based OHCHR monthly, annual, thematic reports, UNDAF reports, project proposals and reports and other external communications and briefing notes.
• Support and provide technical assistance to the design and implementation of the monitoring and evaluation (M&E) systems/plans and generate relevant data and information to operationalize OHCHR work plan;
• Provide technical support and capacity building to relevant internal and external actors on implementing quality assured M&E plan and logical framework;
• Develop/supervise common indicators for data design/collection/generation processes as stipulated in the M&E plan
• Support data and information management by tracking regularly the output and outcome level results of human rights interventions in close coordination with team as well as with implementing partners;
• Review and compile monitoring reports, project progress reports, evaluation reports, case studies, and update and maintain the project database;
• Support and provide technical assistance to the design and implementation of the monitoring and evaluation (M&E) systems/plans and generate relevant data and information to operationalize OHCHR work plan;
• Provide technical support and capacity building to relevant internal and external actors on implementing quality assured M&E plan and logical framework;
• Develop/supervise common indicators for data design/collection/generation processes;
