PROGRAM SUMMARY:
Winrock is seeking candidates for a Finance and Administration Senior Manager to oversee financial and budget aspects of the USAID Improved Access to Safe Drinking Water in Liberia Activity. The USAID/Liberia-funded Activity will strengthen water sector governance, create scalable models for equitable water service delivery, and mobilize collaborative action to improve access to clean water services. The purpose of the project is to move Liberians in Montserrado and Margibi counties to a basic level of water services. ESSENTIAL RESPONSIBILITIES: Manage project office accounts and budget expenditures Works with Winrock staff in the regional and Home Office to develop and revise project manuals as necessary Ensure subcontractors and project expenditures including procurement comply with USAID regulations; provide training to subcontractors on proper financial reporting and invoicing when needed Ensures project adheres to Winrock accounting policy and USAID regulations Compiles and submits monthly and quarterly financial reporting including field reports on all accounts Coordinate timely payment of staff, track staff annual and sick leave accrual, and reconcile advances monthly, ensuring that payroll procedures follow local labor and tax laws Prepare budget requests and payment vouchers Ensure all payments for subcontracts, vendors, lessors, etc. are made accurately, timely, and comply with Winrock and USAID documentation requirements Monitors monthly financial performance in relation to budgets and forecasts, obligated funds, commitments, and advances to subs and consultants, and assist in preparing any necessary revisions Provides detailed analysis of costs, budgets, contract, and funding agency requirements as needed Ensure project adherence to local laws, USAID regulations, and project contract Manage relations with banking institutions, the medical insurance provider, Liberian revenue government agencies, etc. Perform spot checks on petty cash
QUALIFICATIONS AND REQURIEMENTS:
Education:
B.S. or equivalent university degree in Finance, Accounting, Business Administration, or related field. Experience: The ideal candidate will have the following experience: At least 6 years of experience in accounting of donor-funded programs (USAID experience strongly preferred) Familiarity with the USAID procurement process strongly desired Excellent computer software skills in MS Excel and Word required; familiarity with Quickbooks, Cost Point, or similar accounting software preferred Excellent communication skills, both oral and written with fluency in English required At Winrock we have a clear mission: Empower the disadvantaged, increase economic opportunity and sustain natural resources through unwavering dedication to accountability, equity, innovation, integrity and transformation.
