Director Service Delivery

Overview of position 

The Director Service Delivery is accountable for improving priority client outcomes by leading the development and implementation of new and updated income support initiatives. 

This position is a senior leader with responsibility for managing leading priority initiatives which seek to improve outcomes for New Zealanders.  

The position will use client insight, research, external stakeholder input, and current service evaluations to inform the design and implementation of initiatives. This position is also responsible for ensuring that the implementation of such initiatives is prioritised and resourced appropriately to ensure effective delivery of services and improved outcomes for clients. 


You will also

  • Provide strategic leadership and guidance at the executive level across the Income portfolio including providing advice and support to the GGM and other leadership team members as required
  • Develop and maintain strong relationships with all part of the Ministry, , other agencies, community groups etc. to inform and enhance the effectiveness of service solutions 
  • Apply sound management practices and financial disciplines so that the portfolio operates effectively and efficiently delivering agreed outputs 
  • Identify changes required at an enterprise level to meet the current and future state business needs and incorporate these into your work programme
  • Maintain and enhance the effectiveness of the Voice of the Client as an integral part of client service design
  • Develop and maintain value stream roadmaps and manage the flow of work for your delivery team 
  • Apply sound risk management approaches across your work programme, ensuring the successful delivery of initiatives/change 
  • Embed and build on Te Ao Māori within your leadership role 


You will have 

  • Significant professional knowledge in the design and implementation of new initiatives within a large and complex organisation 
  • Significant leadership experience operating in an Agile environment underpinned by the Scaled Agile Framework (SAFe) 
  • Comprehensive experience at a senior level in the design and implementation of policy and service delivery initiatives, and knowledge of the machinery of government
  • Proven experience managing inter-agency relationships
  • Excellent relationship building and management at all levels
  • Excellent strategic thinking and analytical skills
  • Demonstrated skills in collaborative service development
  • An understanding of equity issues and the Treaty of Waitangi, and the implications of these for the work of MSD
  • Organisation awareness coupled with political savvy to be able to influence at all levels across a large multi-disciplinary organisation
