Construction & Innovation - The Construction and Innovation Group supports KÄinga Ora to grow its public and supported housing portfolio through the design and development of high quality homes that meet the needs of the community now and in the future, and by driving innovation across the construction sector.
The Development Manager
- Will support the Senior Development Manager in project feasibility and business case development, and will then lead and maintain oversight of progress of works and associated budget control for build ready sites.
- This includes ongoing engagement and liaison with the project management team, key stakeholders, community, contractors/consultants and build partners.
- The Development Manager will be responsible for projects that are less complex, whether that complexity is due to the value of the project or the scale of the project or programme of work.

- Tertiary qualification in Property Development, Property Financing, Project Management, Engineering or other relevant discipline
- Significant relevant experience in a similar role, generally 5-10 years
- Experience in feasibility and financial project planning
- Experience in managing, reviewing & coordinating the performance and outputs of consultant teams
- Experience in engaging with and co-ordinating teams of consultants, contractors and professionals through all phases of civil construction projects
- Experience with procurement processes, including the preparation of RFPs and screening tenders
- Experience navigating and operating in a regulated environment, experience working constructively across functions and track record of building and maintaining the trust of all stakeholders
- Experience in undertaking site visits and providing SME support and advice
- Experience in preparing and presenting business cases to senior leadership/Boards
- Knowledge of local property market sales and rental values, to test feasibility against
- Hands on understanding of Council consenting processes
- Experience in providing direction & governance to a project management team
- Understanding of the entire design and build process including contracts under 3190, minor works, civil works and retrofit
- Proven ability to manage the provisions of legal agreements
- Up to date recognised Project Management certification, e.g. Prince2, would be beneficial
- Demonstrated ability to effectively resolve challenges and problems
- Understanding of partnership obligations under the Treaty of Waitangi and experience in working with Iwi and MÄori organisations
