Responsible to the Manager, System De-icing for supporting the development and maintenance, and monitoring the overall effectivity, efficiency, and compliance of the Air Canada Ground Icing Program (GIP) management program. In conjunction with Corporate Safety, Environment, Quality (CSEQ), assists with the review and corrective actions assigned by audits and safety compliance. Assists the Manager, System De-icing with safety incident investigations and reporting, corrective actions and GIP projects.
This position may be located in Montreal, Toronto, Vancouver, or Calgary.
Key Function & Accountabilities
Supports the Manager, System De-icing, to ensure the Air Canada Ground Icing Program complies and satisfies the Canadian Aviation Regulations and General Operations Flight Rules Standard 602.11/622.11, along with relevant Transport Canada Publications, (i.e., TP14052), Advisory Circulars (i.e., AC700-030), Global Exemptions, and applicable international standards.
Assist with the review and amendment of all Air Canada Ground Icing Program documents within the Company Operations Manual (COM) framework to ensure their compliance, alignment, consistency, accuracy, and completeness with applicable standards.
Assist the Manager, System De-icing, to ensure the Air Canada Ground Icing Program complies with the Air Canada Quality Policy for continuous improvement.
Supports the Manager, System De-icing with Corporate Quality Assurance audit and safety data to establish audit or safety review priorities.
In coordination with Flight Standards and Manager, Flight Technical, supports the timely revision to the Flight Operations Manual (FOM) Winter Operations section.
In coordination with the Manager, System De-icing, assists with changes to Publication 75 (and Pub 70 – Ground Operations Manual where applicable) to ensure on-going alignment with FOM and ACGIP Manual policies and processes.
Supports the Manager, System De-icing with Airport Authorization Process Winter Operations (WO MACF) checklist and, where applicable, any Safety Case considerations.
Assist with the systemic review of de-icing service provider’s operational procedures, methods, safety compliance, and facilities.
In coordination with Flight Training, supports the development, publishing, and maintenance of the Winter Operations LMS module as part of seasonal preparedness.
Assists with safety-related de-icing operations plans and related documentation with Air Canada’s Cold Weather / Winter Operations Stakeholders.
Lead investigation on ASR’s and FCR’s from Flight Operations filed during the de-icing season.
Assists with the investigation of de-icing related GSN’s with the Airports Safety organization.
Ensure compliance with glycol fluid testing programs and monitor record-keeping, including management of the de-icing database and station compliance.
Provide support to Chief Pilots, Flight Standards, Fleet Specialists, and Operations and Performance Engineering (airport feasibility studies) regarding de-icing operations procedures and related technical matters for all aircraft types in Air Canada’s and Air Canada rouge’s fleet.
Represent Air Canada and Air Canada rouge, when required, at Transport Canada Standing Committee on Operations under Icing Conditions (SCOUIC) and Society of Automotive Engineers (SAE) G-12 (Aircraft Ground De-icing Committee).
Represent Air Canada and Air Canada rouge, when required, at the Airlines for America (A4A) and Airlines for Europe (A4E) Ground Icing Committee.
Support IOSA and Transport Canada audits as it pertains to de-icing operations.
Initiates and/or supports a CARs/CASS process concordance internal audit of the Air Canada Ground Icing Program within 36 months of the previous audit.
Qualifications
Expert ability to use MS Word, Excel PowerPoint, and Project as well as electronic mail is essential.
Knowledge of Air Canada and Air Canada rouge Flight Operations Standard Operation Procedures.
Must demonstrate significant expertise in relevant technical areas, proven interpersonal skills, written skills and leadership capabilities.
Knowledge of Canadian Aviation Regulations Part 705 operations
Knowledge of the requirements of Canadian Aviation Regulations 602.11, Canadian Aviation Regulations General Operations Flight Rules Standard 622.11, Transport Canada Policy Document 14052, and SAE Standards pertaining to Ground De-Icing.
