We are looking for a senior standards professional who is eager to lead a team at the intersection of technology, standards and business strategy related to Microsoft’s presence in China. The Chinese government and industry participants have significant investments in standardization related to cybersecurity, privacy, data flows/use, artificial intelligence, and cloud services. These standards are considered technical regulation and directly affect the operating costs and market access of our products and services. The Corporate Standards Group (CSG) has a team in Beijing engaged in both standards-setting and certification of products’ adherence to compulsory standards. We need an experienced manager to lead and support this team of FTEs and vendors working on a portfolio of topics that span all of Microsoft’s business.  

 

The individual who will be successful in this role will work with clarity, credibility, and leadership on a complex set of issues. He or she will have a wide range of stakeholders across the Microsoft engineering groups and the domestic Chinese marketplace. This role is best described as technical diplomacy and requires the capability to work with government officials, academics, private sector engineers and colleagues in Microsoft China as well as Redmond-based engineering groups.  

 

This position will be based in Beijing, China. CSG is an organization reporting out of Microsoft’s headquarters in Redmond, WA in the United States, and is a globally distributed team comprised of standards, certification, and other technical professionals. CSG partners closely within the company with product and business groups, policy, legal and government affairs teams, and others as appropriate to drive standards- and certification-related outcomes supporting Microsoft’s business. With deep experience at the intersection of technology, policy and business, the team consists of senior industry and technical leaders in their respective countries and regions.  

 

The role 

The individual who will be successful leading the CSG China team will be an experienced manager of senior technology professionals. He or she will have experience working across cultures and geographic boundaries and have demonstrated strong organizational effectiveness in large organizations. He or she will develop constructive relationships with Microsoft’s field leadership and technical communities. Additionally, he or she will understand how Microsoft develops and delivers products and will work across business groups to drive complex technology and business decisions. The individual in this role must have a deep understanding of what Microsoft’s customers and partners need from our technologies, awareness of the current and future dynamics of the IT industry, and an ability to translate this knowledge into strategies a team of senior-level employees will find actionable.  

 

The job will also involve some engagement in public policy and business strategy. The skills necessary to effectively represent the company’s positions in both written and verbal mediums (in Chinese and English) will also be critical.  

Responsibilities

Responsibilities will include: 

Manage FTE and vendor team members and the associated budget to execute on Microsoft standards objectives in China.  

Set clear team objectives and priorities through both the annual planning cycle and ongoing adjustments to meet changing business requirements. 

Define China standards strategies for Microsoft based on a deep understanding of the impact of information technology in national social and economic systems as well as the Microsoft business objectives in-country. 

Ensure that Microsoft has effective technical representation in the relevant standards organizations and constructively contributes to specifications under consideration by those bodies. Maintain effective and collaborative relationships with other participants and leaders within the standards bodies in which Microsoft participates.  

Represent Microsoft on standards-related issues with technical and senior levels of standards bodies, government officials, think tanks and other research organizations  

Advocate issues or actions to internal teams that affect Microsoft’s ability to successfully sell its products and services in China. Provide detailed and actionable insight and guidance to Microsoft’s sales organizations and engineering groups as necessary. Work with corporate resources such as legal counsel, public policy teams, and the executive staff to provide guidance for the China subsidiary to adopt optimal strategies. 

Work with industry partners, ISV’s, government bodies, enterprise customers and academics to find common ground and opportunities for collaboration in the development and implementation of standards. 

Coordinate with internal policy, strategy and technical teams in support of particular standards or in support of key policy or technical issues.
