Job Description

Responsibilities:

  • Support and Lead the various CEP projects and programme management of key initiatives for the CEP  HR Entity, including the programmes and projects that cut across HR teams and the Europe geography e.g. CO Transformation/ACT, FOW/RTO, IAR as well as provide additional ad hoc project management.
  • Lead the CEP HR Transformation/Consent Order related activities and be the CEP HR contact point for the CEP Consent Order Group, including, supporting culture transformation, organization design and change management initiatives to enhance employee engagement, diversity and ethical behavior.
  • Manage overall HR governance, regulatory and legislative responsibility for HR initiatives on both an internal and external basis (Franchise protection), i. e. Compliance with all laws, regulations, and corporate policies, including CRD IV & V, ethics and HR practices to ensure robust policy implementation and governance.
  • Understand and proactively manage risk & compliance and audit environment across all areas of work, by developing necessary policies/protocols, taking prime responsibility for the HR Manager Control Assessment (MCA). Partnering with management to identify and  mitigate operational, conduct, market and reputational risk.
  • Ensure that HR policies and processes are compliant with CBI/ECB regulatory requirements, external reporting regulations and demonstrate best practice in terms of corporate governance, in partnership with global function partners and regional HR teams.
  • Lead and facilitate the change management process when implementing projects, programmes and initiatives into CEP HR
  • Actively participate with COE HRA/HRPS CAOS/project management teams to understand the impact of Global HR project on the CEP entity and provide guidance on same. 
  • Support annual SREP and Resolution programme 
  • Develop and oversee governance and management practices for the CEP HR function including coordinating inputs and preparing materials for various committees and boards etc.
  • Partner with CGME CAO for HR on all Human Capital reporting activities.
  • Develop the CEP HR communication plan in partnership with GPA and HR specialists, act as the single point of entry to CEP HR for GPA, co-ordinate communication plans and updates for HR and CEP regional management.
  • Lead strategic data insights and analytics initiatives to drive decision-making and embed the use of data and insights to build organizational capability, guide decisions and develop solutions
  • Co-ordination and management of information requests and programmes/projects that require the expertise, and collaboration of our CEP CHRO community, develop library of information gathered for future reference
  • Collaborate with the HRCC Team to ensure that CEP HR aligns / complies with Citi’s policies, regulations, processes and practices, to guarantee the safety and soundness of our function’s operation in the region.
  • Serve as a member of select committees, task forces, and working groups, focused on a variety of special projects requiring HR expertise.
  • Represent the Europe HR team at the Europe Risk Conduct Working Group.
  • Manage and Lead the SEAR HR workstream for review and amendment of relevant HR activities in line with IAF. Specific areas of focus will include recruitment, onboarding, performance management, remuneration, succession planning, and exit processes.
  • Support CEP Head of HR by acting as the initial contact for HR & Key Stakeholders for Pre-approval Controlled Function (PCF) CBI and ECB regulatory applications and managing the ongoing execution of F&P HR activities, policies and procedures including remediation elements related to HR.

Qualifications:

  • AML experience in financial services with a demonstrated understanding of AML relevant business domains.
  • experience in AML Transaction Monitoring and/or AML Risk Assessment and the development and compilation of policies and procedures

  • Balanced blend of analytical skills, problem solving, and reporting and communication skills
  • Ability to assess business transactions and products in terms of the associated AML risks
  • Advanced organizational skills including attention to detail, multi-tasking and following up
  • Experience using databases and other tracking tools to enforce global consistency
  • Excellent writing and presentation skills
  • Experience working collaboratively across various areas of the organization and presenting to senior management
  • Required Licensing/Registration: Series 7, Series 24,

Education:

  • Bachelor’s/University degree or equivalent experience, potentially Masters degree
