The Procurement Department’s mission is to create value through its strategic role of providing best-in- class sourcing solutions while improving Bell’s EBITDA through cost reductions. This is achieved through:
The negotiation of agreements and other legal documents on behalf of Bell/BCE and its Supplier community, setting the terms and conditions for the provision of products and services to Bell/BCE, while optimizing Bell’s opportunities for improvements to EBITDA through reduced costs.
Overall management of key sourcing and outsourcing arrangements to maximize value aligning with strategic evolution of supply chain and EBITDA objectives.
Job duties/accountabilities
We are currently seeking a Category Manager that will support the Senior Procurement Manager responsible for Network Services and Passive Access Products. Network Services is a broad Category that encompasses sourcing, Outside Plant Installation services, Civil Construction services, Telecom Engineering services, Civil Engineering services, Outside Plant Maintenance, Emergency Response and Repair services. While Passive Access Products is an even broader Category that encompasses sourcing, Fibre Optic and Copper Cables and their related accessories, Cross-Connect Terminals, Pedestals, Cabinets, Conduit, DC Power Systems, Field Materials and all tools, equipment, safety gear required by our technicians.
Under the direction of the Senior Procurement Manager, the Category Manager will lead sourcing initiatives, identify areas of opportunity through analysis of industries and supply markets, analyze cost models for key services, and supports supplier performance management within the Network Services and Passive Access Products portfolio.
The Category Manager is expected to liaison with the supplier community, internal Bell Business units (Network Provisioning, Field Services, various executives & directors, resources from Legal, Risk Management & Insurance, Corporate Security, Health & Safety, and Corporate Responsibility & Environment).
The Network Services portfolio is a complex and high profile portfolio that is instrumental in helping deliver the “Best Networkâ€. The successful candidate will:
Manage a portfolio of commercial contracts and vendor relationships
Lead Business initiatives that maximize supplier relationships by obtaining the best value for Bell/BCE while minimizing risk
Conduct detailed assessments of internal clients’ needs, including re-examination of baseline assumptions or existing solutions with the intent to raise the level of awareness for Procurement within the company
Support and/or lead strategic sourcing initiatives utilizing Bell systems in the distribution and management of RFI, RFQ and RFP documents
Drive total cost of ownership reduction through joint process improvements with suppliers and re-negotiate contracts directly in those situations not addressed by ‘strategic sourcing initiatives’
Manage and generate reports on spend data and other key indicators as required
Critical Qualifications/Competencies
University degree or College diploma
Superior communication skills, written and verbal with proven ability to interact with senior levels of the organization; able to communicate complex information to decision makers and key stakeholders in a clear and concise manner
Strong quantitative and analytical skills with a strong grasp of statistics
Detailed oriented
Ability to work as part of a cross functional team as well as able to work independently
Ability to collaborate and influence others by working with various department sponsors, governance stakeholders, and other Procurement colleagues
Ability to develop strategy and convert it into an implementation plan.
Structured problem solving and decision making.
Excellent prioritization and organization skills

Demonstrated and tenacious problem solver
PC proficient (Microsoft Word, Excel and PowerPoint)
Preferred Qualifications/Competencies
Proven negotiation skills
Working knowledge and ability to express coherently and negotiate typical contract terms and conditions.
Experience in drafting various contract types
University degree in business administration or supply chain management
A minimum of 2-year procurement experience or similar experience
Varied Telco experience and business knowledge
PMAC / SCMAO Accreditation or current enrolment in PMAC program is a strong asset
Understanding and experience in sourcing and analysis tools (IVALUA, SAP, etc.) or other similar systems
