Working Hrs.: 7.25 Hrs. / day
Note: This position is currently WFH due to COVID-19 related WFH direction. Once OH staff are required to return to the office, the resource under this request will be required to work onsite as well.
Must haves:
• Minimum 5 years’ recent business analysis experience
• Experience working in electronic health-related projects (e.g. clinical systems, integration and portals).
• Experience working in a healthcare setting with clinical stakeholders, preferably with public sector exposure
• Experience gathering, analyzing, tracking information for processes and report development, to inform planning and knowledge sharing
• Excellent written and oral communication skills (articulate, detail oriented and factual) and effective stakeholder engagement
• Excellent time management and initiative; with the ability to manage tight deadlines and prioritize multiple projects
• Experience leading, planning, coordinating, and executing business analysis activities
• Strong team player that works well within a group toward a shared goal
• Strong competency using MS Office applications, Teams, and Sharepoint
Deliverables include, but are not limited to:
• Develop funding criteria, evaluation templates, guidelines and reporting
• Develop other supports (guidelines, tools and data management )
• Advise regions on proposal development (requirements, best practices, lessons learned, etc.)
• Track and evaluate proposals for completeness and quality based on criteria
• Communicate gaps and decision identified by Secretariat (potential negotiations on funding)
• Collect, document verbal information in an accurate manner and interpret
• Collaborate with regions to guide proposal development
• Collaborate with regions to implement projects and funding mechanism
• Collaborate with regions to monitor projects through TPA
• Collaborate with regions to facilitate reporting
• Collaborate with regions to intervene with “at risk†projects
Responsibilities:
As a member of the Team:
• Provides a comprehensive range of business analysis services (may include process, strategic, org change and communications)
• Interacts with various business stakeholders and subject matter experts in order to understand their requirements through gathering, documenting, and analyzing business needs and requirements.
• Prepares and advises on business analysis policies, processes, best practices and standards to promote a comprehensive and consistent business analysis practice within the organization.
• Interprets and adapts existing business process, standards and documentation to align with needs of funding envelopes while still supporting organizational practice.
General Skills:
• Translate defined program objectives into detailed criteria, standards and guidelines to build the foundations of the program
• Leads and conducts business analysis in order to assess business problems/opportunities and documents the business requirements
• Applies re-engineering concepts to promote business improvements through alternative and cost-effective service delivery approaches
• Leads and conducts business analysis at varying levels of detail appropriate to the project and phases of project
• Develops strategies, prepares business cases and cost-benefit analysis, and conducts feasibility studies
• Develops sound processes for requirements gathering
• Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects
• Monitors progress, resolves problems and reports regularly to the Project Manager/Leader and stakeholders
• Conducts requirements gathering, develops documentation, including presentations and briefing notes and conducts stakeholder engagement
• Identifies activities, effort and dependencies for a defined work package informed by related organizational practices and models
Desired Skills:
• Demonstrates strong software skills and experience including MS Excel, Word, PowerPoint, Notes, Teams and SharePoint
• College/University undergraduate degree in Health, Business or related discipline from a recognized institution or equivalent experience
• Knowledge of Health Information Systems and Electronic Medical Record systems used throughout the province of Ontario
• Knowledge of Ontario Health and the Digital Health Information Exchange program
• Knowledge of patient portals in Ontario and Canada
• Experience with health system business implementation, integration and deployment projects
• Proven track record working with health care professionals; direct clinical data experience or experience working with clinicians would be an asset
• Ability to interpret business and data requirements and specifications sufficient for assessing appropriate technology solutions
• Ability to independently research and develop knowledge across a wide range of topics to support program team
• Ability to readily identify, assess and recommend mitigation for implementation and adoption issues
• Ability to interpret costing breakdown and identify gaps or issues based on guidelines
• Experience with and/or knowledge of change management, workflow analysis and redesign, business process integration, and/or evaluation/quality improvement, preferably in the health sector
• Working knowledge of privacy policies and legislative processes – Health Protection and Promotion Act (HPPA), Freedom of Information and Protection of Privacy Act (FIPPA) and Personal Health Information Protection Act (PHIPA) and associated Health Information Custodian (HIC) requirements
• Knowledge and understanding of Information Management principles, concepts, policies and practices
• Experience with a wide range of methods, tools and techniques for business analysis such as: business functional modelling, business event modelling, business process mapping
• Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills
• Strong independent work ethic and demonstrated ability to be a team player with a track record for meeting deadlines
• Knowledge and understanding of Project Management’s Institute’s Project Management Body of Knowledge
