What is the opportunity?
As part of the Enterprise Risk Policy team, the Associate Director will be responsible for leading and strengthening governance protocols for GRM’s suite of risk policies (including risk frameworks, policies, standards, procedures and standing orders). In addition, the role will promote policy governance best practices across RBC’s business segments and functional units.
What will you do?
Policy Governance – Group Risk Management (GRM)
Design and lead policy governance initiatives across GRM to ensure it sets the gold standard for policy governance at RBC
Maintain GRM’s Policy Management Authorities (PMA) and an up to date list of GRM policy managers for each policy team within GRM
Work with policy managers to evaluate the need for any new GRM policies prior to their creation, with the goal to limit the proliferation of policies across GRM
Ensure policies developed by GRM adhere to RBC’s Enterprise Policy Management Requirements (GRM-RP5) and ensure they are appropriately approved as per GRM’s PMA
Work with policy managers to ensure that all approved GRM policies include timely and effective communication that facilitates the successful adoption of enterprise risk policies
Ensure GRM policies contain references and linkages to other internal and external documents as appropriate
Ensure that approved GRM policies are tagged with accurate and relevant keywords prior to publishing to the Policy & Procedure Library (PPL) to maximize searchability
Ensure overdue GRM policies listed are maintained below both warning and constraint levels and provide regular status updates on overdue documents to the Policy Review Committee (PRC), which is chaired by the Chief Risk Officer and includes senior GRM leaders as members
In addition to reporting on overdue policies, report and present to PRC on policy governance issues including assessment of the effectiveness of GRM’s policies
Regularly monitor announcements and publications from RBC’s primary regulators/supervisors for potential impacts on enterprise risk policies
Review all business and functional unit requests for exception to RBC’s enterprise risk policies, provide recommendations for approval/decline, and maintain the list of approved exceptions
Policy Governance – Enterprise-wide
Develop and maintain strong working relationships with key contacts in RBC’s business segments and other functional units to share best practices in policy governance
Promote awareness of RBC’s Policy Management Requirements (GRM-RP5) across the enterprise and implement a monitoring program to ensure business and functions are in compliance
Work with Publication Services to ensure PMAs across RBC are maintained up to date and consistent with GRM-RP5
Champion effective stakeholder engagement as a key tenet of policy development; communicate with policy teams, managers and authors to ensure that best practices for stakeholder engagement are followed for review of policy documents prior to their approval
Monitor overdue policy documents across RBC and work with other policy teams to bring overdue documents up to date; escalate deteriorating trends as appropriate
Work with policy teams across the enterprise to eliminate duplicate content on PPL and where appropriate, reduce the proliferation of policy documents
Policy Related Applications & Tools
Act as the PPL application steward for PPL and the principle contact for T&O and for RBC’s relationship with the external vendor. Work with T&O and external vendor to ensure PPL system capabilities align with RBC business segment/functional unit needs
Develop a program to monitor the effectiveness of PPL utilization by all business segments and functional units across RBC
Act as the centre of expertise (COE) for PPL and its supporting tools (e.g. Power BI, MyDocCompare); providing advice and support to RBC business segments and functional units to ensure their effective utilization
What do you need to succeed?
Must-Have:
7+ years of enterprise risk management experience with expertise in governance.
Strong problem solving, communication, and presentation skills.
Ability to collaborate effectively and draw out diverse views to achieve greater results
Self-starter with ability to work independently and in an organized manner
intellectual curiosity, global and strategic mindset with ability to think conceptually
University degree in Finance or related field
Nice-to-Have:
In-depth knowledge of RBC Risk Policies, procedures & practices, Folios etc.
Project management experience
